Yes but it is a pain

You would have to list all items that sell at 1% tax rate, a sub total item, then select the 1% sales tax item on the next line

then list the items that have an 8% rate, sub total, select the 8% rate on the next line

item with 0% just mark as not taxable

for this to work you MUST have a 0% sales tax item set up, AND select that 0% item as the customer sales tax code just below the items detail area
