QB Issue Resolution:

If you pay sales taxes when buying something for a job, you allocate the full price to that entry, unless the sales tax is something you also can take as a credit against sales taxes you collect from customers and remit.

In general, sales taxes do not go both ways. If you charge sales taxes to the customers, you should not also be paying sales taxes when buying materials. That is when you should be able to submit a resale or wholesale permit.

I recommend you ask your sales tax authority about this activity.
