QB Issue Resolution:
Creating a new item is counter intuitive and does not answer the OP question
In desktop items have a check mark box on it that says this item is used for resale or in an assembly (something to that effect), check that and the item opens up to a double sided item and you can set the cost of the item and the sales price on the item screen. When you put that item on a PO, the cost price is what is used to populate the cost on the PO, not the sales price
