QB Issue Resolution:
The solution is to give the user QBDataServiceUser24 local administrator rights (add QBDataServiceUser24 to administrators group). Then User Account Control (UAC) does not prompt for regular users running Quickbooks 2014 & Enterprise 14.0.
(I finally got a call back from Tier 2 with this solution from Tier 3 support.)
Edit – 10 months on and running through the Enterprise multi-user setup seems to have brought back the issue.
