QB Issue Resolution:

Yes, got an answer. A terrific rep at QBO helped out, Chimere. The problem was that I had not validated that I had the HIRE report and I-9 forms checked off for the employee. In my case, only one employee. You have to go into the employee’s profile and and go to the payroll info and check the boxes for the HIRE form and the I-9 form. If you have these boxes unchecked for any employee, then you will get the 20403 code when trying to run payroll!
