Just to confirm, you’re not seeing the option for Budgeting at all, correct? I’m including a screenshot of where the option should be in QuickBooks Online:

 

 

When a user experiences unexpected behavior, such as missing options, it’s generally recommended to begin with browser troubleshooting. One suggested step is clearing the cache in your browser. Cache is stored to speed up loading times, but too much can interfere with processes.
