QB Issue Resolution:

In the US, payroll is Calendar Year based; your fiscal year does not apply to Payroll or 1099 tracking and reporting. You cannot have run June 2018 forward without the prior YTD info. That needed to be entered for purposes of tracking wage base and previous tax amounts paid, for purposes of things that have limits, for example. So, the First Half of 2018 is missing? That needs to be entered. The entire Calendar year is part of payroll reporting. Not the Fiscal year; that is their own financial prespective.
