I would treat this as an Allowance item and they should get their Own Subscription. You can transfer licenses under very limited conditions, but it is so cumbersome, even when permitted, that it isn’t worth it when you are That Close to the end.

Intuit would have no way to know in advance how many employees you pay, so I’m pretty sure they don’t provide annual billing.  You should call them with questions.
