Assuming it’s the same as in the US versions, 11 is the limit.  See:

assuming: QB Pro 2016 for 2 users. In case of disaster, how do we install the same program at a different location so a third user can operate on a copy of the company file?

A license for the program means you can install it in 2 places, such as Office desktop and Laptop, assuming you cannot be working on both in one place.

So, install it, test a Restore, and see if it is going to work for you.

Yes, assuming you also have a supported OS. After installing the new QB use file>open company or the browse option from the no company open window and navigate to your company file. QB will update your company file and leave a copy available for your older version.
