You cannot have multiple businesses in the same QuickBooks Online account. You CAN have multiple accounts under the same login though. You would need to sign up for a separate subscription for each company,.

The only law I know of regarding secure email deals with being HIPPA compliant

Personally I would expect that narrow area of application to extend to all businesses at some point in the future.
