cash basis report: Why doesn’t a 0.00 inventory item entered on a customer invoice as a giveaway show up in my P&L cost of goods when on a cash basis report?

Is the invoice paid for?  Check the item, at the bottom of the item screen it says average cost = ?? is there a positive number?

Try doing that on a sales receipt for just that give away item and check the COGS posting.
