You can re-Name one the exact name of the other and they will merge. But you will lose any bank reconciliation so be careful which one you merge.

There is no job reporting in QBO at all

best you can is reports sales by customer, purchases by customer, export the two reports and combine them in excel

I can see how it would be a great benefit to a company to be able to combine all those charges on one line. Right now, there isn’t that capability in QuickBooks Online. Each billable expense and time entry do need to be on there own line on the invoice.
