company admin: I have a Standard user with their access set to All but under Employees/Payroll (on QuickBooks Online Payroll) it says “you don’t have access rights to view this data”…

There is no option to give access to Payroll for a Standard User in QuickBooks Online, they would need to be a Company Admin to be able to access and process payroll.

company admin: I want to allow an employee the capability to run payroll but do not want them to be able to access other areas of our data.

Currently, the users that can create payroll are the Master AdminCompany Admin, and Custom user with All access rights. You can follow the steps in this article to do it: User Management – Add, Delete, or Change A User’s Access.
