The only way I know to do this is to export to desktop and reimport it to the new subscription.

Desktop: How to save a copy of budget on desktop

Use File menu > Utilities, Export, Lists, checkmark Budget.

Now you have a .iif file that can be opened in Excel.

Work on it in Excel, until everyone has an agreed-upon budget.

Then, use File menu > Utilities, Import List and import that budget. Be careful about the internal coding structure, though.
