Sales Tax: NON TAXABLE AMOUNT on Sales Tax Liability Report

The Gross Amount column will show the total amount of all transactions (taxable or non-taxable). While the Taxable amount will display the total gross sales of taxable items.

Strange as it sounds, what it is doing is correct.

Check with your state sales tax dept and you will find that CA has a hybrid sales tax scheme.  You collect sales tax based on the destination, but also collect your local city tax on the same sale

This is not much help, but sales tax liability in desktop has always included any and all items on an invoice that are marked non taxable – when obviously it should not.
