No, it’s not a bug.
QB calculates pay in hours and minutes, to the closest second.
28:05 is the same as 28.08333333333330
28.08333333333330 * 18 = 505.500000000… (exactly 505.50)
At the same time:
28.08 * 18 = 505.440000000… (exactly 505.44)
To get that result you have to enter 28.08 while the time preference is set to display time in decimal mode.
