First I would suggest: Clear browser cache as follows:

Log out of QBO in your default browser (Internet Explorer, Google Chrome, Firefox)
On your keyboard press the Ctrl > Shift > Delete keys at the same time

What you will see from here will vary depending on the browser, but you’ll want to clear the following items. (Note: In Google Chrome click the drop down menu next to Obliterate the following items from: and click the beginning of time)

Browsing history
Download history
Cookies
Cached images and files

Close all browser windows and open a new browser window and log into QBO.

Then I would make sure that your pop-up blocker is turned off for QBO.
